Europe experienced widespread relief on Monday, as the tension caused by the introduction of a new comprehensive peace framework for achieving ceasefire appeared – momentarily – to have been contained. A American diplomat spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its response: an extensive attack of aerial bombardment on Kyiv.
The Rhythm of Diplomacy and Destruction
The succession of opposing developments captured the grim essence of the current period. By day, diplomatic battles are conducted: optimistic declarations are released from different nations. Considerable effort is allocated on managing certain initiatives. By night, Moscow forcefully demonstrates the world that, for them, military action persists as the key method for achieving "peace".
Nighttime Reality
As the offensive progressed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was laid bare. Ukraine is able to track missile launches from Russian territory, a ability enabled by current data. From witness perspectives, military aircraft that had been dispatched to engage hostile guided weapons streaked across the sky – advanced fighter aircraft provided to Ukraine by European allies.
Shortly after, Kyiv's missile defense engaged: defensive missiles targeted at a Russian ballistic missile. This was a modern interception technology at work, presumably delivered by allied countries. Every deployment jolts you unexpectedly, causing tremors. The moment of terror quickly transforms into resigned acknowledgment: maybe the incoming missile won't strike its target this time, protecting urban areas from ruin and another blackout.
Ongoing Risks
Soon after, a large-caliber weapon fired at a drone in the vicinity, part of a mobile-fire group – almost certainly Western-made equipment. Regrettably, the bullets missed the hostile drone – it pressed on overhead toward its target.
Periodically, this carried on until dawn. Kyiv awoke to the early updates: multiple fatalities, devastation and infrastructure problems in numerous residences as a result of the nocturnal offensive. As customarily, everyone still went about their day – living the war. But those 24 hours illustrated Ukraine's vital need on external assistance – a reliance that neighboring countries are demonstrably unable to replace in the near term.
Failed Diplomacy
The comprehensive proposal from Washington generated strong feelings, controversy and serious worry – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and international summits.
Every new approach from US leadership unfolds according to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, effectively counters. They stabilise the situation but never actually achieve victory. This pattern will, no doubt, persist.
Strategic Calculations
It is tempting to accuse particular leaders of persistently promoting Kremlin's demands. But that does not seem to be the complete picture. US administration operates on a principle understood by seasoned negotiators: you cannot win at the negotiating table what you have been unable to protect through force. The US administration assumes that it is unrealistic to compel Moscow to abandon the territory that it currently occupies in Ukraine's occupied territories.
The challenge is that while acknowledging this situation, US leadership does nothing to deter Moscow, through words or deeds, from thinking that the situation will not change more in its advantage in the near future.
Divergent Views
Therefore, the Kremlin is certain that duration works to their advantage – that Ukraine and its supporters are approaching exhaustion. Their incentive to sign a deal that does not give them the greatest potential benefit is almost completely absent. There may be many attempts to end hostilities, but they will carry on as long as Russia's government remains supremely confident in the conclusion.
On the contrary, Ukrainian leadership believes that Ukraine can still persist, slowly losing people and territory but averting a entire defensive failure until conditions improve in its advantage.
Existing Situation
Realistically, there are no real preconditions for a ceasefire. Now, personal considerations are entering the equation: leadership ambitions to mediate resolution and achieve global acclaim, and Ukrainian leadership's double obstacles – on one hand, not to alienate a key ally, and on the other, to unite the population around the national cause against any plan Kyiv finds unacceptable, so that their priority does not move to domestic problems. And although their objective will now be much harder after latest incidents, it remains very improbable that this will change their overall approach.
These opposing factors are influencing discussions.
Summary and Prospects
It took a only one week to terminate the proposed articles of the current initiative. Assertive and inconsistent approach of the matter by Washington, pushback by Ukraine and the other European countries, along with calming attempts of representatives, and finally, current information leaks, all served their function.
While new plans based on established approaches are forthcoming, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are founded on Moscow's terms and demonstrate certain reluctance to alter the situation, if they maintain solidarity and improve their protective measures at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the predictable period, primarily depend on continued Western support.
